That many Turok-Han can't have been feeding on humans, or Sunnydale & several surrounding towns would be completely depopulated. Besides, they apparently can't get out unless the Seal is activated. And how much food could there be for them underground? Nothing very big lives there. So yeah, I think they are starving, most of them. They must be saving pretty much everything w/a pulse (literally) for their elite fighters: the 1st T-H that Buffy fought, which was nearly invulnerable & came very close to killing her, & possibly also the 1st few after that, which attacked the surviving Potentials in...Touched, I think. Buffy arrived w/the Scythe & dispatched them w/out too much trouble. Part of this was probably because she had the Scythe & its power; some may have been because they weren't getting enough to eat.

On the other hand:

"They weren't necessarily weaker than than UV #1, they just weren't ready for a battle."

When we see the T-H horde, they're fighting each other, many w/weapons. They certainly appear to be keeping in practice; in fact, that's what's occupying their attention when Buffy, Spike, & the Potentials come in. This group is a good distance above the T-H, so it's not surprising they weren't noticed for a few moments. So I'd say the T-H were plenty ready for a battle, & I'd speculate that they were weaker, due, as you suggest, to starvation.

That's my working wank. I think it explains everything!
