I truly believe that these characters were killed off because they had been developed to their fullest possbible extent.
Joyce as a mother figure needed to die in order for Buffy to become mature and a mother figure herself, for Dawn in that case.

Anya's character has pretty much been drenched out in terms of development, so her death was only consequent.

Tara, well Tara's death was, as we all know, rather a management decision over Amber Benson's contract with the show.
