Subject: Riley's chip

This has probably been discussed before, but can anyone enlighten me as to the significance of the location of Riley's chip? Spike's is in his head, Riley's is above his heart. There is a metaphor in there somewhere, and I am sure someone here would be happy to unwrap it for me.
