It was stated that there had been Slayers that made it to eighteen (or the Cruciementum wouldn't be a tradition for the Watcher's Council), but it was also said that not many did. The motivation for the test was to make sure that a Slayer that had made it that long (an anomoly) was still on her toes, so to speak.
