The artifact was a ruse, they were trying to keep the team from finding the slug on Angel before it did its job.

The Old Ones were the demons that ruled the world back in the beginning...I gather that the PTBs left when they came and then later they left and it was the last Old One to leave who bit a human and made vampires.

Also the vamps in Buffy s1 keep calling themselves Old Ones but I think that's different.
