Therefore, I think Lee's (and Davis's) strategy, such as it was, was to attack the will of the North to continue fighting. By threatening the capitol, they hoped to win a political, rather than a purely military, victory. Obviously it didn't work (they tried it)- but that doesn't mean it couldn't have. Had the threat been a little more credible, or Lincoln a little less determined, the war might have had a very different outcome.
