I see it a bit differently - I see the Operative who believes in the Rightness of the System, faced with a system that does not believe in itself. It's a common realization, and one that one would expect Joss to see around us today - we have a basic American system that most of us at least understand, and many believe in as strongly as any religion. I think he's suggesting that, for those of true moral fiber and intelligence, just showing them how the administration is subverting that system will be enough to turn them against it, or at the very least to stop working for it. Is that naive? I think so, and that's the weakness of my argument: it's hard to believe that I'm more cynical than Joss is.

But in my defense, this is science fiction, and Joss certainly understands the purpose of the genre: to show the audience a perspective on today's world in the world of the future.
