Subject: Possible Buffy reference: use of the word "effulgent" in a sentence

I was checking out the section on CBS.com for the show How I Met Your Mother (which happens to feature Alyson Hannigan in a lead role) and came across a section where on of the characters has a blog posted. On "Barney's Blog", in reference to a line from the show, he says that women, like fish, are attracted to shiny or "effulgent" objects (thus explaining a horrendously shiny shirt he wore on the show). Another loser using the word "effulgent" in part of a plan to attract women; who does that remind me of?
