This is what crushes the Operative; even if the Alliance had good intentions on Miranda, there are no good intentions in letting the Reavers have free reign when Alliance firepower could stop them.

This makes more sense to me... I just wish Whedon had thought to include that in the script. I wouldn't have been so confused.
