necessarily implying that this is a tool of office of no less significance than St Peter's keys as regards the Canid (canis canis) / homo sapiens joint celestial recreation area (and all subsets thereof).

Of course you could argue that those who allow the doggy denizens of this realm of tears to foul public areas without cleaning up after them will never get into Heaven anyway.

It just occured to me, well not literally, but you know what I mean, that this may be why dogs sniff each others butts - in order to tell whether the other dog has a soul! Vampires of course have a better sense of smell than dogs thankfully.
