The passage you cite from Something Blue indicates that Willow perceives responsible care and restraint on her magic usage to be "punishment." She should be able to use magic at any time under all circumstances. This is how I feel about drinking booze.

Somewhere in Season 2, and I lack the time to get all researchy as well, Giles says to Willow, "Channeling powers like that can open doors that you may not be able to turn off" or something of the like. The mixed metaphor may be mine. Unless its some kind of auto power door that Giles is thinking of. But I think Giles would think of just a normal wooden door, given his technology phobia.

I'm not sure the magicrack theme is entirely invisible prior to season 6. But I think it requires pretty intense searching to find and definitely is qualitatively different in Season 6. I get to a degree why they did it, why power itself would not have been sufficient to send the message they wanted to send about Buffy's avoidance of life as it is in the world. But those episodes are certainly some of my least favorite to watch. It would have been far more interesting to see Willow actually sucking on a crack pipe and then doing magic.

Oh well.
