I expect part of why GD is not lauded is because it tilts so far in the direction of the action genre, and that action is a little over the top and slightly problematic in terms of Buffyverse continuity and suspension of disbelief.

Not that it isn't entertaining and has wonderful moments as you suggest. And the mayor is a really gripping villain.

But also, as a finale, its being compared with other impressively transgenrenal finales like Prophecy Girl, Becoming II, Restless, The Gift, and Chosen. I think Graduation Day part 1 holds up better next to these other finales than does GD part 2.

Love the episode though, don't get me wrong. I just think that's why it doesn't make the lists.
