The Black Thorne thought that Angel valued only the Shanshu, because they were evil, so out came the contract to sign in blood. I think they forgot that giving a son (Connor) a new life would have been pointless if the Thorns were still kicking about. Angel may not have brought about world peace (we know what he did with that in season 4) but he still was fighting about the options people have in the world as it is with all it's human faults.
