manwitch made most of my points so I'll just add two more:

Riley didn't know looking after Dawn was a "key" part of the overall mission. He didn't know about Dawn's cosmic importance, so, to him, it was basically baby-sitting duty.

In the military, Riley was ALWAYS in a position where he didn't know the ultimate aim.

It's very important to Buffy to not but the people she cares about in danger, but that becomes a problem with someone like Riley who both has a desire to be in the middle of the danger and the ability to persevere in that environment.

Buffy knows better than anyone that every slayer comes with an expiration date. That's even more true of ordinary people. Riley's desire to fight demons was like a desire to play Russian Roulette. I can't see how it would have been helpful to have Riley dead in the middle of the apocalypse. Riley had reached the point where he was closer to Owen than the SG:

Giles: (looks toward Owen) Seems like a nice lad.

Buffy: Yeah. But he wants to be danger man. You, Xander, Willow, you guys... you guys know the score, you're careful. Two days in my world and Owen really *would* get himself killed.
