I had the same problem as you did, and a few friends of mine. Train from a warrior guildmaster to take yourself up to 30 if you can. Then go to Jhelom. Not the pitt!! Go to the teleporters and thru the top teleporter. The one that takes you to the animal pen. Go in and get as many animals to attack you as possible but it is important thta you do not use cows or bulls. Chickens, sheep, rabbits, pigs and goats will do fine. When you attack them make sure to tab out(leave war mode) so that you do not hurt them. When you get to say 60 or somehting then you can start with cows and bulls.
I was at 30 parry and didn't gain for several weeks. Then I went to animal pens and got to 60 in one night. Then the next morning I hit 70.
Sometimes I would stop gaining for a while so then I'd go to the same place in Felucca and train there. I know you don't like Fel but perhaps maybe you could just run around for a few mins across server lines and then go back.
