We have had some success by making sure that the flapper on the exhaust fans in the bathrooms are working properly. That is, that they do not get stuck in the open postions. The flapper is easy to find as you look up through the fan into the connection to the vent system or when you remove the fan. It is suppose to help keep the air flowing out and prevent air from flowing in to the room. We sometimes have to replace the fan. We even went as far as placing a small amount of silicone sealant on the outer edge of the flapper to add a little weight to ensure it closes when the fan is not running.

Someone, I'm sure, has checked that the shafts the fans vent into are designed for proper air flow or that a roof exhaust fan might be needed to ensure positive exhaust.
