If it only was that easy... I believe there are different rules to terrestrial and satellite transmission. I believe any cable company that can receive BBC via terrestrial legitematly can put the channels in the cable network. I think Belgian & Dutch cable had BBC1&BBC2 before BBC even was on satellite.

I think that it also must be approved by the copyright organistions in the countries in question.

We have a simular situation in Scandinavia where neighbour countries public channels is available trough cable but not on satellite with exept for Danish DR1&DR2 which costs �20 per month outside Denmark.
