But the whole point is that the BBC has been insisting for years that you can't have their programmes on the continent even if you pay for them because of the rights issue. And in Belgium BBC 1 and 2 come as part of the basic cable packages, so evidently the cable companies aren't paying that much for them.

The question really is what the BBC will want from the Austrians. Will they go up to them and say, "we demand that you pay us a fee like the Belgium cable operators," or will they say "we demand that you stop distributing our services".
