Swedish Radio has some multichannel files you can download and burn onto a CD http://www.sr.se/multikanal/english/e_index.stm
....also some DTS 5.1 test channels on the Sirius satellite (3º E). But I have not heard actual broadcasts. I cannot find anything comparable from the BBC.
Apparently the recent BBC radio production of Under Milk Wood was NOT broadcast in surround sound, but WAS available for download in 5.1 (no longer) provided you had Windows Media Player 9 AND an IP address in the UK.
