As per my other message, in my case the new card must be in the new box and connected to the telephone line registered to the first digibox (presumably in the UK). Then you must enter the setup sequence to cause the registering of the card and the enabling of the extra packages registered to the first card. It must be at this stage that the card is married to the specific digibox. Without registering you get BBC ITV UKGold etc, but I wonder for how long it would stay enabled without the phone call.
