I think he said it in laymans terms ;-) but to be a bit more precise: The receiver commands the LNB to high-band by sending a 22kHz 'tone' signal, superimposed on the LNB supply voltage. These boxes 'leak' this tone-signal even if there should be none and then LNB goes to high band even if it should stay on low-band and of course receiving satellite signal from low-band then fails. They have some kit that fixes it.
