No, it's specific to the LNB you have! It should read on your LNB. For normal universal LNB it should be 9750 for the low band and 10600 for the high band; the receiver automagically switches it when the received frequency is around 11700MHz. LO frequency 11300 appears to be wrong because if it were correct then the frequencies the receiver can receive would be something like 12250...13350MHz whereas the actual frequencies of transponders are somewhere in 10750...12750MHz. Because your LNB for almost sure does not have this LO frequency it means the frequencies you enter into the receiver, or it reads from the default transpondet if it has managed find one, do not match the correct ones and the receiver will find no channels!
