Dear Friends,

I hope you have enjoyed my Salmon River - "Fishing Reports". And hope they have helped and entertained you..

For those of you that have not heard, there is a small group of people that are trying to create a new leader law.. They want a 4 foot maximum leader from weight to fly,
egg sack. It would be from the Altmar bridge down to the Estuary and possible Oswego to the entire State. The state is listening. If we anglers do not unite and stand up
for our right to run a 4 1/2 ft. leader then someday it would be illegal to do.

I know most of you have trout, striped bass, etc, fishing experience and know that there are times where lengthening your leader is more productive. Having guided for
trout in VT. for 12 years I personally know that at times it is necessary to lengthen you leader. On the flats on Monomoy Island, Cape Cod it is also necessary at times
to lengthen your leader when casting to smart, educated stripers in gin clear, slow moving water. As most of you know that have fished this river before, there are also
similar area's where the water is deep and moves at a snails pace. Thus giving any fish an incredible visual cone in which to see what you leader-fly-egg sack is tied
too. Anytime you can disguise what your fly, egg sack is tied to (by either lengthening your leader, tippet or running a thinner diameter ) you will fool more species of
fish, anywhere in the world, anytime. Steelhead are no different than any other species of fish.

I am confident that all T.U. members, Spin and fly anglers would support me in this. Also any fly, tackle shop in New England that makes a living off a customer base
that fish's here. Save there right too, by showing your business support against a 4 foot leader law ever passing.

Im writing to ask you all a favor by responding via e-mail, phone call or both to the below N.Y. - Dept. of Environmental Conservation. address's with a message against
a proposed 4 foot leader law. Below you will find my message to them pertaining to the proposed 4 foot leader law and why I am against it. Your voice need's to be
heard.

Hello Ken, Les, Fran and Dan,

Im writing you to discuss a fish's visual cone in slow, deep water and how it is enhanced to a point where a 4 foot leader would not be applicable. There by
precluding myself and many other ethical anglers form fishing certain area's.

As one of , if not the busiest guide on the Salmon River who teaches countless anglers how to fish morally and ethically correct, I feel the 4 foot leader law would
preclude myself from fishing many area's where the fish tend to become educated and equate wieght-main line with a negative reaction. These are area's where the
water is deep and slow and their visual cone is so great that a six to eight foot leader is more applicable.

Just about any species of fish, anywhere in the world is easier to catch when disguising what your lure, bait or fly is tied to. Having guided for 20 years for many
different species of fish, I have a very clear and precise understanding of the above statement, especially when it relates to educated fish.

Disguising what your fly, bait is tied to is done in two ways. Lengthening it - to separate your main line, weight form your fly, bait, lure or by thinning the diameter of
your florocarbon-mono leader. I change my leader length and diameter numerous times through out the day depending on the following simple equation.

1. Fast, turbulent, off color water, uneducated fish (lower river), or a short drift (pockets) equals a shorter - heavier pound test leader. In this equation the fish's
visual cone is small and main line and weight are not a critical factor.

2. Slow, deep, clear water, educated fish and a longer drift equals a longer leader (6-8 feet) and also a smaller diameter leader. In this equation the fish's visual cone
is so large that weight and main line become a critical factor and need to be disguised.

On a side note, I find it interesting that your panel of expert's never brought up this point? Hmmmmm.

I feel a 4 foot leader law would unjustly preclude myself and many other moral and ethical anglers from fishing these areas. The fish's visual cone would be so large
that a 4 foot leader with main line and weight in plan view would negate a positive reaction to our fly or bait.

I feel a 4 foot leader law would be unfair and unjust to all ethical anglers.
