Well the Proms bt neednot actually cost you anymore than £5 (that's the current price for a standing place anyway). Really you should try and take in some of the other concerts as well as the Last Night is really a bit of an end of term party, coming after 70-odd concerts over 8 weeks.

I suspect the laughing is because someone's released a balloon to make it's way across the hall. The bobbing is just one of the silly traditions associated with the Last Night, and doesn't really have a name, other than bobbing...
