At the time I suspect the majority of Steeler fans in Pittsburgh were listening on AM anyway. WTAE was a highly rated station. I suspect the reason they wanted the games on FM was to reach surrounding counties that were too far from the core AM signal area.

I understand that even today the Steelers' contract with IHeartMedia requires them to simulcast the games on AM and FM.
