Article 1 Sec. 8 of the Constitution gives the federal government authority over 3 crimes here in the United States, they are: 1. Treason, 2. Piracy, 3. Counterfeiting. There is no authority for the federal goverment to be involved in prosecuting rape, robbery, murder, or any other common crime. When ever state crime laws are duplicated by the federal government, the risk of double jeopardy is greatly increased. Please read the 5th Amendment "nor shall any person be subject for the same offense to be twice put in jeopardy of life or limb".
