Ari, I saw the same news story on the evening news.
I walked by the tent at the Septembers boat show at Jack London Square in Oakland and stopped to talk to the Power Squadron. They said there is a bill, AB 1950, that was going to be signed by Gov. Schwarzenegger, that would allow local law enforcement agencies to buy boats that would end up being abandoned. So, if you can't afford your boat, and can't sell it, this may be the answer. If you remember, this was during the period that Gov. Schwarzenegger and the state senate were having their pissing wars over the state budget and everything was put on hold. The Power Squadron guys said that Gov. Schwarzenegger was going to sign this bill into law, but because of the budget crisis in California, he vetoed it instead (http://www.thelog.com/News/theLtlNews.aspx?x=0&a=4&b=22&c=0).
The problem I see here is that people will just continue to abandon their boats, which will be more costly for tax payers to clean up, if ever. This is definitely a buyers market, and you could probably get a boat for a song (literally).
