Still doesn't answer my question -

If he paid property taxes on the property in Penn Hills, and he paid income on his salary to Penn Hills, then why should he have to repay Penn Hills? If he has to repay Penn Hills because he is not a resident, they should have to give back any taxes they collected from him.
