I can tell you that Nick brought this up at the Quota Hunt Workshop. The "Buddy Hunter" can not be used for Paid Hunts, Family Hunts, Youth Hunts or Turkey Hunts. Nick said this was a way to insure a friend or family member could hunt with you. Let's say you were drawn for Toso but your brother in-law wasn't. You could got to the tax collectors office and request a buddy hunt permit. It would be issued to you in his name.(Buddy Hunt permits are non-transferable) He can go with you provided you ride in the same truck. He said you could also use these permits to introduce someone new to hunting.
