Casey and Mark,

I know we do not agree on how to fix the quota system and I also understand why most hunters feel they need transferable permits. I think we all recognize that the quota system has failed to provide a fair distribution of quotas due to the manipulation of the system by many hunters.

A fair distribution of the quotas is one, if not the main problem with the system. A fair distribution of quota is something that the FWC knows it has to fix. Ya’ll keep saying keep the quotas transferable, but you have not offered any viable way to fix the problems caused by transferability. You keep wanting to wait for that silver bullet that will make this problem go away. We’ve been waiting well over 10 years for someone to come up with some way to keep transferable permits and also have a fair and equal chance of quota distribution.

Ya’ll keep saying lets see what the Deer Stakeholders group will come up with. What do ya’ll think that this group is going to come-up with that will ensure a fair distribution of permits?

Please don’t go off on a tangent and start talking about bag limits, one quota per hunt, more open WMAs, more quotas, walk on quotas etc. None of those solve the problem of a fair distribution of permits. They are as you say just Band-Aids and quick fixes.

I’m as concerned as you are about losing hunting opportunities, but I don’t think transferable permits are the only way to fix lost hunting opportunities. Just as Mark has said, some WMAs have 50% no-shows, so it quite obvious that transferable permits are not doing what they were intended to do.
