The first step is filing a police report or incident report in the town she was supposed to have the pageant in so it is on record. Once that is done contact the NC Department of Justice and file a report with them. They can take the report over the internet and you follow up on the phone number they provide at the end of the report electronically submitted.

You can also contact Paypal and their Fraud investigators can and are looking into her account.Their number is 402-935-7733
This is not going to prevent her from doing it again but Paypal will look into the situation and if she is committing fraud they will close down that PayPal account.
