The people voting for the Emmys aren't viewers, fans, etc. It's voted on by the Academy of Television Arts and Science. It's the industry recognizing and awarding it's members. Ratings, how many people are watching a show, etc. have no bearing on the Emmys. It's who the industry thinks is deserving of the Emmy. That being said one would think that this may make ABC sit up and take notice that the television industry thought so highly of Wayne's work that they chose to award him over some stiff competition.
