It's code for equivalency, and it is just false equivalency. Trump and Clinton are decidedly not equivalent. He is suggesting they are equivalent, and that surely accrues to the benefit of Trump, not Hillary.

Too bad he doesn't just have the stones to clearly say vote for Trump, which is the meaning of his code.
