Could it not also stem form the fact that Claudius knows he can only achieve one of the two things he desires. One being God's forgiveness, the other his kingship and the queen. "May one be pardoned and still retain this office?" Claudius knows that the answer is no, but he still tries to recieve both with his rather false repentence. In the end though, he knows it won't work.
