I think this is definitely a possibility. I am trying to write my paper on Claudius and after having reread most of his speeches, I came to this one and it really seems that "fake repentance" is a possibility. Now, I think he sincerely realizes that his sin was really bad and probably doesn't sit well with God, but at the same time he seems to be making a case for mercy without ever actually repenting. As if God should feel bad for the really tight position his own sin has put him in. He's pretty ridiculous.
