I think Hamlet is also labeled as insane for not being able to kill because Claudius, out of anyone, is the one person who Hamlet should be able to kill without a problem. Claudius killed Hamlet's father, "stole" his mother, and now holds the position that Hamelt should have. And yet, Hamlet is still unable to kill him, but perfectly able to kill people who have done nothing to him- like Polonious. I think this is a large factor in Hamlet's label of insanity.
