I think that Paulie in the very end saw no more way to get Tory back and as this duel with Jake did end that bad she got in deep panic and saw no more way out.

So she did finally "jump". But as you never see here after she did jump, the real end is and always will be a mystery and you will never know if she really committed suicide or something totally different no one of us can imagine, did actually happen!
