立法會下午辯論沙士專責委員會報告，民主黨主席楊森提出修訂，對衛生署前署長陳馮富珍作出譴責。
楊森表示，專責委員會的報告指陳馮富珍抗疫不力，包括沒有重視廣東省疫情對本港的影響及作出跟進。陳馮富珍的錯失嚴重，亦帶來嚴重後果，即使她已離開政府亦須譴責。

委員會主席羅致光說，專責委員會無邀請專家參與調查，是考慮到委員會並非要研究臨床或醫療方面的事，他們亦無意扮作專家，只以常人應有謹慎行事原則評估有關人士處理疫症的手法。

他重申，調查時間有限，所以只能作重點調查。委員會是從有關人士當時掌握的資料判斷，避免出現事後孔明的情況。

身兼前醫管局成員的梁劉柔芬發言時一度落淚，指衛生福利及食物局長楊永強及醫管局主席梁智鴻已盡力，縱使由其他人處理疫症，亦未必可以減低擴散。(from Yahoo)

問題不在於因此事而有多少人辭職
而是誰要負責
陳太沒有及時向廣東省調查, 沒有及早追查病源
錯失了控制疫情的良機
導致千多名香港市民染病, 並賠上兩百多條人命的責任
不能因為楊永強, 梁志鴻二人的辭職而被忽視
對她的遺責, 某些人可能會認為不應對官員及前官員窮追不捨
但我卻認為此舉可讓香港人, 尤其是年青人明白到我們必須對自己的行為及過失負上責任
