I don't think that's the entire reason. In the first half of season 4, Murphy was in every episode, but Luanne appeared only minimally -- usually one line per episode and no more. (In "Aisle 8A," Luanne doesn't appear at all, but Murphy is in the episode as Joseph.) So the writers were clearly having trouble finding stuff for Luanne to do even before they moved her out, and I think that's a better explanation for why they started writing her out -- because it's often difficult to fit her in. (Unlike Dale, Bill and Boomhauer, who can be fit into almost any episode through a scene in the Alley.) Starting in season 6, Luanne started to appear in even fewer episodes than before, and that's probably attributable to Murphy's career, or more specifically the fact that she was always out of town.
