Oh, yeah, I want to get one thing straight before I proceed. I like Luanne's depth more than her looks, but as a warm-blooded male, I don't care if she is a cartoon, her appearance will attract my attention.

I noticed that, too, about how Luanne has been dumbed down a tad. To be fair, however, a lot of the characters have lacked a little depth as of late, so perhaps it is an issue with the writers or show runners, who are doing a fine job in their own right, but they do not always bring the same bite to the show that the men before them did.
