You didn't read Response correctly. It was stated just as you did. Being demoted is not better than being let go. There are emotional, financial and paychological impacts.
You must remember that Leighton was a member of City Council all the years of the previous administration and must bear some of the responsibility for the condition of the city.
If he were not looking to fatten his own pocket then why not lead by example and cut his $78,000+ expenses salary. Even 10,000 would benefit the city. Hell, he has another income.....
Make someone Fire Chief would isn't already taking a pension from the city along with a salary(plus adding to his future pension thru a new fund). Leighton also might look to someone who isn't afraid to fight a fire.
Take away Health Care benefits from council members who are
part-timer as well as the Medical Director who is never avaiable when needed. Dr Consalvo works full time in the hospital. Don't they offer Health Care?
It seems you lack facts ......... The witch hunt is being led by Leighton. His so called Transition Team is also a joke. Why were interviews only conducted in Departments that Leighton had issues with? He answers every question regarding appointments with"The Transition Team made that dicision." Lets see some hard facts.......
