Bowles (thank you, I'd been trying to remember that name all morning) must be supplying Caswell with either security or money to keep him as an informant. Caswell's information is not casually given or he would be dead by now. I think you're right about the strange blend, They need to protect eachother but at the same time knowledge is power.
