After careful research (pulling the 2 off the shelf and looking), the answer is NO.

this is why:

The Monte Carlo uses a larger outer bearing than the Regal, and the bearing is set deeper in the Monte than in the regal

Secondly, the studs are different, the Monte has standard threads: 7/16 x 20 (fine thread) and the Regal has metric threads: 12x1.5, the holes looked the same, but I didn't measure them (the studs were in them - out of the box)

The diameter and height of the rotors are the same, but taking into consideration the bearing differences, they may not fit on your spindle... you can still try and see... if they do indeed fit over the spindle, all you need to do it remember that the lug nuts will be different (metric) and you may have to use the Buick's wheels (the studs are also shorter)
