Now by 3gal/day is that 3 a person or 1.5? Really, 2 gallons would be kosher, and since he's sleeping in a bag that is probably too warm (at least for me) he is probably loosing a lot of liquid. The altitude gain probably isn't helping. My best guess on what to do would be to drink more fluids immediately, then consider moving to a lower altitude.
