The music program at my high school used to be phenomenal 35/40 years ago. When the school lost its first directors in each part of the department (band, orchestra, and choir), the programs fell apart. We had no strong leaders come in until about 15 years ago. So in essence, our program was a beginning band program (the choir and orchestra side of this story is a great deal longer). For a great deal of time, Mr. Cleveland (the new band director) taught band at the elementary, middle, and high school levels. As a result, he "controlled" what his students learned from the beginning of their time with their instruments through high school. The program's quality improved with each year that he controlled the curriculum. Our programs increased in number from 75 in the program to 100 in the Freshmen Band and 60 in the Symphonic Band in about 5 years. We are even starting a marching band again, and have been marching in the local parade for the past three years. That's how that program works now.

That's only a partial answer, but it would take a great deal of time to go into any greater detail. I may post more info about how Mr. C turned the program around later.
