Rhythm can definitley be taught to every child. It may be more difficult to teach it to one child than another, but that can happen with any subject.

I think rhythm can be taught, but I think it needs to be approached in different ways. The concept of quarter notes and dotted sixteenth notes can be very overwhelming for people to learn - especially young children! I think you should teach them songs or chants that incorporate rhythms first - like that chattanooga chattanooga choo choo train chant that Dr. Owen taught us. Most kids will most likely be able to do that before reading rhythms on paper.
