I would suggest you use objects, and help him understand that subtraction is taking away. If he is having trouble concentrating then use smarties (if he doesn't have an alergy). In my opinion 20 -13 is not trivial, and I would work up to this from 10-3, and 20 -10.
Also if he invents his own method for subtration encourage him, but don't bamboozle him with lots of alternative methods yourself.
My other suggestion is to try to do lots of repetition with him, so if he seems to get something one day, make sure you go over it every day for a week, and then revise the subject regularily. Also try to get him to say to himself, "I can do it".
