Have you tried audio tapes and a book at the same time so the child can then follow the reading?
They can either read and listen or read out aloud with the audio tape.
Story boards are quite fun to make about a story. Which helps sequencing and re-enforces the story.
My daughter is also home educated - Have you tried getting her to read in different environments?
Type of books - comics,magazines, factual books - about an interest she may have.
Also you could encourage her to read to younger children as this might be a confidence boost to her.
