Johan waited until the proclamation was fully announced, the return of those who deserved returning. Drow and the like were still to be shot on sight, but that wasn't a bad order, same went for those foul creatures, the Ith Dakar.

When the proclamation was in full effect, he stepped out of blind spots and into plain view of the knights, many of whom promptly fell over in shock.

"Master Johan!"

"Sir!"

"Where the hell?"

"How did you return so swiftly?"

Johan raised one hand, "I'm very proud of the skill all of you showed recently, but now I need to teach you lessons of a different kind. You showed a lack of judgement, I fear, in heeding Emi's orders to oust the myriad races," He said, turning his gaze over the group of knights that he had trained, not all were assembled, but they would be before long.

"It is our duty to heed the orders of the crown..." One knight spoke up, but his voice seemed to die as Johan's gold eyed stare settled on him.

"It is your duty to protect the people. Loyalty to the crown is because the crown provides a leader for the people. You, in the end, must use good judgement on right and wrong. Is it to the benefit of the people to send away those who proved strong and true friends, such as the dwarves?" He said softly, waiting for a reply.

The knights looked at each other, many sheepishly, while many were several hundred years Johan's senior, (though they did not realize it, in most cases) they all had to admit that Johan had been placed as their teacher for a reason, which he again demonstrated. Finally, an answer came, "No, Sir."

Johan nodded, "Thats right, it is not to the benefit of the people to send away our allies. Even though we as forgottens have the capacity to be extraordinarily powerful, we can not stand on our own," He said, his gaze sweeping the men that had gathered, better than three quarters of the knights had been in this crowd.

"If you simply obey orders that are, by their very nature, wrong, then you do no service to the people, nor even to the one who may be issuing them, for mistakes happen among rulers. Regent Emi made some very bad errors in judgement, mostly out of rage and hurt. As you can see, she rescinded those orders in the next moment of clear thought, yet the damage remains, and now we must make repairs, especially to our true friends, the dwarves." He said, then turned, surveying the military list of what was available to their resources.

"Take from the military budget one thousand gold crowns for each tavern in the city, that should leave us with a strong amount still in the budget... deliver this money to the taverns, and have it purchase a 10% discount for the dwarves, one of you each must remain in each tavern to make sure that keeps effect," He said as he paced, rubbing his forehead with his hand.

"Do all in your power to send messengers, tell the dwarves of this welcome, and make sure that you extend a diplomatic hand in apology. Next, I want a small troop, fifty knights, to go about looking for humans," He said, before he was cut off by a, perhaps over eager knight.

"And kill them?"

This brought an unsettling glare from Johan, "No, especially not now that they are to be allowed back into the city. It is quite the opposite, the humans have been assailed by unknown forces as of late, any remaining humans are to be safeguarded, and any aid they will accept given. If you find the need to evacuate them from an area to bring them within the safety of the city's walls, then do so... simply make sure they are given no weapons, hard feelings are going to exist, regardless of any aid we extend to them at this point, and I don't want that escalating. Continue to protect them, even within the city."
