The report, if excerpted and translated accurately, is quite self-contradictory.

"直至他們顯出歉意為止" is a clear unified message of condemnation, while "直至普世聖公宗有共識為止" suggests that the opinions from international Anglican/Episcopal bodies are diversified.

The last sentense is interesting. While condemning the Canadian homosexual union ceremony, interference from other bishops outside Canada is also rebuked.

All in all, the best simplified interpretation of the report is that there are tensions between opinions regarding the issue of homosexuality among in the Anglicans/Epicospalians. Tension between opinions seems to be an eternal reality in human groups and that can be healthy, for "truth emerges from debate."
